What is TicketBAI?

From AG Informática y Servicios S.A. We want, on the one hand, to inform all our clients of the future billing and communication system of the provincial estates called TicketBAI, and on the other, to reassure you because at AG Informática y Servicios SA, as developers of management and billing software, we are in direct communication with the administrations involved and we are already developing and adapting our management and billing applications to the new system.

Throughout this year 2020, as more information is produced in this regard, we will contact you to inform you of the adaptations, modifications or changes that we understand must be carried out in your management applications (software ) and, where appropriate, on your computers and billing devices (hardware).

In any case, this first communication will serve to inform you of the changes that come with the new billing and communication system called TicketBAI. In the words of the Provincial Treasury of Gipuzkoa, on its website “TicketBAI (hereinafter TBAI), is a joint project of the three Provincial Treasuries and the Basque Government, whose objective is the implementation of a series of legal and technical obligations, which it will imply that from the date it enters into force, all natural and legal persons that exercise economic activity must use a billing software that complies with the technical requirements that are published ”

In our words, TicketBAI is a direct communication system with the Treasury of the company’s billing program. In the case of the Hacienda Foral de Gipuzkoa, this direct communication must be made at the time of issuance of the invoice and invoice to invoice. In summary, the billing programs at the time of issuing an invoice must generate a file, XML-TBAI, of the same, which must be signed and sent to the Hacienda Guipuzcoana in real time, at the moment the invoice is issued.

This system requires that the billing software be certified and the software developer is registered. For their part, the people and entities that issue invoices must use devices such as point of sale terminals (POS), personal computers, advanced vending machines, advanced scales, tablets, mobile phones and other devices that must implement the technical regulations that apply. have defined. All devices must be connected to the internet, so it is necessary to have access to the network.

This system affects, and therefore, all natural and legal persons (companies) and other entities (community of goods, companies of goods, etc.) that carry out economic activities will be obliged to take advantage of it.

The entry into force in Gipuzkoa will be from January 1, 2021 and will be progressive, incorporating during the years 2021 and 2022 in stages to all economic sectors depending on the economic activities they carry out.

In principle, it is planned that this month of January 2020 the implementation calendar will be made public with the groups and the dates on which the new system must be operational. Likewise, throughout 2020 the regulations that regulate the new obligation of the TBAI will be published.
